Help needed: High Side Current Sense Circuit

Hi
I have 2 circuit schematic that I need expert help on its operation and implementation.

The first portion is a high side current sense circuit. The question is the IC AD8202 ground pin is actually referenced to a 1.2v reference instead of GROUND. I could not figure out what is the advantage and reason for this implementation, can somebody help?

Second part of the circuit is a control loop OPAMP circuit which inputs is connected to the output of the 1st circuit above. I cannot figure out its operation and implementation.
