Using the recovery partition and info on system repair tools

I bought a laptop on a deal. As it is, its recovery partition occupies 7.9 GB and is totally empty. How do create a recovery partition in that space which is not directly accessible? I am i using Windows 7 Home premium 64-bit. Plus can anybody refer me to a link that differentiated between system image and repair disk and explains how a system repair disk or a system image can be created.
