what is most economical? PAL, PLA or PROM?

Hi,
In one of my digital electronics exam paper we had to design a Binary->Gray code converter using PLDs. It is given that it should be implemented in the MOST ECONOMICAL way. What should I have to select? PLA, PAL or PROM(EEPROM)?
I selected PROM as we need only 4-bite wide 9 memory locations assuming that I could cheaply buy a 16x4 EEPROM.
Does anybody know the prices of small PALs, PALs and PROMs?
