You are very general in your question. There are thousands of models for both, GSM and GPS devices. Some GPS devices do not have SMS send capability from their manufacturers, and some may have. Consult their datasheet. Also, GSM should have external modem connection. The cable should be a simple level translator for serial communications. If you have a complete GPS device (antenna, GPS engine, display, etc.) and the device has this function implemented, then you will need only that level translator. If you plan to use a GPS module (like TIM from U-Blox), then a simple serial connection is not enough, because the SMS send function is not implemented in these devices. You'll have to write this function, either in GPS device (if the device have some flash and supports custom code inside), either by using an external simple 8 bit cpu to interface with GSM modem using AT commands.

Or in the processor of the GSM module (eg Sony Ericson GR46/47)
A similar question was asked here. Perhaps you could ask the author for more information about the status of his design.

Try Wavecom integrated engine. Two in one, GSM/GPS
