pid heater - is tuning to get parameters needed?

pid heater tuning

I have a heater which I would like to ramp at a constant rate until the set point temerature. I would like to ramp the heater at a certain rate say x deg C/min until it reaches the set temperature. the heater is a band heater which is heating up water inside a cup. The band heater is around the cup. Would i need to tune my pid to get those paramters or is it just a proportional system.
