duty compensator

hi,, can any 1 help me with duty cycle compensator...
i read in one paper that "... is composed of chain of OR gates to generate duty cycle balanced clk signal."
i'm attaching the paper also for refernce,, u can find it in page3 of the paper in a figure. it's description is also in the same page in the first paragraph.
