How to set spartan 3 mode pins

I am using a microcontroller to configure Spartan-3.
How should set the Mode pins?
Should I set M[2 :0] as: 000?
Thanks.
 

Use GPIO pins of microcontroller for the same. Just connect available GPIOs to the mode setting pins of the FPGA and program the microontroller accordingly for programming FPGA!
