RTS pin Question in serial port

More i do research on serial port more conflicting info i come across.
One source says that RTS pin (request to send) is at space voltage (+12) when
Computer is able to receive data... another states that it is at mark voltage (-12) when it is ready to receive data..
Which is it?
 

I assume you mean RS232 or its newer EIA variants. It is then +12V or somewhere between +3 and +25V in depending to some extent on the age of the kit. All the active control lines will be at positive voltages if the interface is standard when the kit is able to send. Voltages between +/- 3V are not specified, voltages outside these limits up to +/- 25V are considered active.
