USB GTP pic programmer cannot detect PIC

gtp pic programmer

Hi, recently i try to make my own GTP base on the source given in this forum. When i finish and try plug in, WinPic can detects the GTP but cannot detects any pic.

At the end of third diode, I get 7 or 8 volt, not 13.5V. Can anyone helps or gives advise how i fix the problem?

Is it necessary to use 63V for all the capacitors connected to the diode? I use 1/50 and 10/15. Will this affect anything?
