What is a 'PRI GSM Gateway'?

I came across such a unit....(PRI GSM Gateway):
I understand that PRI is the E1 Primary Rate Interface for E1 lines, GSM obviously is GSM..

But what is the need for such a unit? connects to an E1 line then terminates call to GSM network (that is a description I found somewhere for this unit), but why not just call the GSM netowrk through regular phone-lines, like E1?
Very confusing... :(

what does 'terminate and route calls to a GSM network' means?
Is such unit used primarly at the basestation controller, or what?
