Variable voltage and variable pulse

I want to control a pulse with 2 potentiometer one that varies a pulse between 200ms and 5s and the second varies the voltage of that pulse between 1V and 24V and that pulse should supply an 8Amps solenoid
any ideas ,links...

you use one potentiometer in the frequency deciding resistance i.e. suppose you use a 555 IC for the pulse generation then you can place the pot instead one of the frequency deciding resistor....

for the voltage change you require you can placed the pot in the output in the form of a voltage divider or as feedback resistor of an amplifier(opamp)....
