You need AC-DC flyback converter if high efficiency is required.

Perhaps an old AT/ATX PC powersupply could help?

Transformer less power supply is risky one. So can you tell me your requirement (application of the power supply) and specification of the power supply. Then only we can able to suggest the type of power supply to be used. Because you can do it by,
1. Capacitive
2. Zener Diode
3. SMPS

SMPS provides higher output Efficiency and high current output. Others may not be suitable for high Power application. But you can improve the power rating by cost.

Replay me with required specification and application, i will give you circuit. I had worked on it!
