Which PIC controller are you referring to?
If you are talking about PIC10, PIC12, PIC16 or PIC18, the main difference is that MSP430 is 16-bit. As far as I know, the maximum voltage applicable to the MSP430 is around 3.6v. Besides that, I'm not very sure regarding peripherals, architecture, etc.
the MSP430 is a low power MCU, and it is easy to program, i didn't use the PIC but as i know it is an easy mcu to program and it is intended to beginner

in simulation he can find in proteus isis a model for the msp430, i used it before and it works well with the reality, the simulation in isis is also good and give the same result found in practice
