how can we measure a maximum value of a signal (voltage suited to the entrance of the peak) analog with a 16F877 end to determine the effective value?? Help me just a simple idea and thank you
 

You need to do an A2D at at least 20 x the bandwidth of the sampled signal.
Calculate the slope of the measured signal and when it changes from positive to zero and then to negative you store that peak value
 
also you can continuously sample your signal in a period of time (period of measurement should be greater than of one cycle of the signal) and pick the maximum value.
