Can i opt for any red hat pre installed laptops ....As All the major EDA vendors produce their tools compatible with redhat .....

is there any possible alternative other than REDHAT .....Is it possible to run tools like Xilinx ISE ....On an Ubuntu Machine ...

You have to see if you need support for the software and if the software is available as Opensource(GPL).
Then only you can decide.
But if you think The Pre installed Redhat will workout for you then I doubt it.
Because Redhat earns mony from Subscription hence the pre installed thing only have BASE set of rpms which is next to unusable.

I guess the safe bet is RedHat or maybe(not sure) SUSE since major EDA vendors have official supports to limited platforms. But you can try the tool on any platform to see if it works.
