Scrambler in digital communication

Can anybody say me what the scrambler do in the digital communication?
 

Hi

scrambler or randomizer encodes a message at the transmitter to make the message unintelligible at a receiver not equipped with an appropriately set descrambling device so it is a type of coding and if you want to decode the scrambled message you have no way but having the initial value because there is not a mathematical relationship between input and output data of randomizer .also scrambler increases the number of high-to-low and low-to-high transitions in a data stream ,for example if your input data is "11111111" the output is maybe "10110010" and this is useful in serial communication with clock recovery

actually,i'm still confuse about something. is the scrambler is different from acelp ? or acelp is one type of scrambler ?
i still can't find the answer. thx a lot :)
