what is use of tap cell

Hi

what is the use of tap cells ?

Does every chip need to insert these tap cells before P&R ?

They are used to tie the nwell to vdd and the substrate to vss.

Whether they are needed depends on the cell library you are using. Some libraries have the ties in side all cells, so you don't need separate cells.
