How to create a footprint for Freescale MC13213 MCU?

hello, i'm trying to design some basic PCB with elementaric components. my only problem is that the MCU is not elementary and i need to make a fottprint for this MCU. Freescale mc13213. i dont know how to do it.
i have full version Allegro & OrCAD 16.3

it's good, but for much older version. Layout is no longer in Orcad distribution
