I need an IC whose input may vary from -1 to +1 volts but outputs modulus of input voltage i.e. positive for both transtions.
 

try using a modulus function IC

Added after 1 minutes:

try ICs from analog devices

How about a solution with two cheap IC's and a few passive components ?
