Can't find definition of decap cells on the .lib file.

Is this the standard way of modelling the decap cells or is there something wrong with the pdk I am using.
Decap cells are defined on the .lef file. However, on the .lib there isn't anything about the decaps.
 
decap cells have no timing arcs, therefore they are not describe in a lib file. there are no logic inputs or outputs.
