Load the code into your allegro.ilinit file using:
'load("...../xxxxx.il")'. Where "....." is the path to the Skill file.
If you put the file in your Skill path (<CDS_INST_DIR>/tools/pcb/etc/skill) you should just have to add 'load("xxxxx.il")'
The allegro.ilinit file should reside...

1. draw a slot hole in Mechanical Layer or Keepout layer.
or
2. update protel2004 to Altium designer 6.3(6.6)
