Digital Logic & Computer Design by Morris Mano is a really good one
You should know also, that there is no big difference between edition 3 and 4
However, there is a big difference in price...
Also consider Fundamentals of Digital Logic with VHDL Design by Stephen Brown...
You can do anything you want if you use encrypted VPN connection.
Network administrator will be able see that traffic comes in and out, he will not be able find out what kind of traffic it is.

Don't waste your time! Nowadays LAN cable is so cheap...
Such a way of connection ruins data even in the patch cables, I don't talk about normal trasmission cables....

Concordia is the best :)
To be serious, its hard to say, because usually the general university ranking is provided, it sometimes doesn't take into account a particular specialization (electrical engineering in your case).
For example, McGill university acquired its high rank...
Televisions destroys our personality and wastes our time :)
Besides, it drives in our heads tons of useless information in order to divert us from "crimes" with respect to human being and to make us obedient and indifferent.
