You can reduce the BW of loop filter or increase the freqeuncy of reference clock so that the loop filter can cut the ref. clk singal.

You should connect the antenna with Network analyzer. The antenna should put inside a chamber to prevent measurement error from reflection.

It depends on the bandwidth and bit rate. For simplicity, you can use ASK or FSK because it is easy to be implemented in hardware. However, if you need bandwidth efficiency (less bandwidth high bit rate). I suggest you to use phase modulation like 8PSK.
