Given that resolution is 30KHz and steps are about 100KHz, then as I jump from one bin to another, I'm aware that I may not be on the center, but shouldn't the worst case scenario be 3DB drop as power is split nearly evenly between bin1 and bin2.

I thought i was fixing the AGC. I've got a 2.4Ghz signal thats being decimated to a 61.44MHz. Pretty much standard SDR stuff.
The reason I mention the AGC is because the magnitude of IQ is fluctuating from 0.12 to 0.14.. On second thoughts i don't think its this.
