You may be right , I could have bricked it, but , could not brick 3 of them. But still, I cannot rule out the possibility.

I think this is another Microchip goofup. Even I can never ever get a 16F628A to reprogram using the PICKIT2/PICKIT3 and the given procedure.
I had a similar problem on even 18F1220.

No the Software vide dipal_z is just a eye-wash and is a software for some Moving Msg Display made by the author for a client.
No Obviously you can not do much with it and surely cannot simulate your code for the display.
You need a Proteus Model for simulating your code...

I feel , start by using a Computer SMPS and then check the current on the supply.
I am sure there would be a better way to estimate the Power requirement.
