the MC34063 not easy to handle...how low u need ur peak of 1.5A? ur current normaly 300mA thsi are 500% more...mean u need 5times more Outputpower..
About the Indictor u cna caluculate the inductor L = (Uin-Uout) * Uout / 0,3 * 100*10^3 * 0,3A * Uin
when u calulate it for ur two currents...

did u have any schematic of ur Design? i can u help when i see the drawing..wich PWM u take? normaly when u have low input voltage u have using an booster for the supply voltage for the PWM Controller..,and better use LL Mosfet..

u dont need an Air Gap ,when u using an Forward or push pull design..But u can checked it at the Switching Trace of the MOSFet or ec.Mostly if u put litle AIR GAP in the transformer the Temp of the Transformer get cooler..for example for an ETD core about 0.02mm..
