I don't think that SPICE is not developing. A new class of SPICE simulators has emerged, it is called analog fast SPICE simulators. And it is one more step forward.

Yes, Synopsis and Cadence are quite alright but very expensive. So sometimes we have to use another EDA tools, much cheaper (it worth mentioning that for particular tasks these tools can even surpass cadence and synopsis tools)

Andy, could You be more specific, what kind of circuits do You design? It is common practice when for partitular type of circuits a particular simulation program fitts better.

Yes. it's well-known that HSPICE and SPECTRE are the simulators of "gold standard". But as far as i know there are different, less famous simulators, but which can simulate certain circuit types with the same accuracy as HSPICE (may be even higher) and much faster. And of course, such programs...
Also there is not widely known tool for simulation, it is called AVOSim. Despite it is much cheaper,it simulates very quickly and with high level of accuracy. You can get trial-version for free here
