    Is it possible that your opamp can't set the output to zero? Make sure you have a rail-to-rail opamp or at least an opamp which can go all the way to ground.

    Actually, do you need A.C. or just +250V and -250V referenced to ground? The high voltage lines can be modulated to the required frequency. If you require A.C. you'll have to build an inverter, otherwise, you can use a DC-DC converter.

    Could use a simple oscillator and transformer. For example a plasma ball uses a circuit to convert 6-12Vdc into 5-7kVac @ 35 kHz. You'll probably need a large transformer to run at 150Hz, consider your application to see if you can operate at a higher frequency.

    It's just that the + input to your opamp is at 6V (when ENABLE is on) and the - input will be closer to 5V when logic high. I'm not sure how your circuit's supposed to work. You want a circuit which enables a motor and allows you to go left or right, correct? Why don't you just use a h-bridge...
