did you mean to do the fellowing two steps, and your problem was solved?
1. run "rslmd -install" in command line to install license server
2. set the environment variable "RSLM_SERVER" to "localhost"
you applied the Gaussian shape beam on the input plane with the help of TFSF technique, only fix the EM fields on that plane.
however, how narrow the beam will be is dependent on the background material and the centeral wavelength of laser source.
I think it is expect that the light enter would have idea kz=0. however the launched light source is a spot. it will have different incident angles. only those angles satisfy the TIR condition would propagate along the waveguide.
for idea 2D PC, we don't consider kz, because the Ez or Hz is...
considering that light propagating in the slab structure using the wave equation.
in the clad n0: (w*n0/c)^2=k0^2+kz^2, where k0 is the in plane vector, kz is the out of plane vector,
if k0>w*n0/c, kz is imaginary, and the z-vector is decay.

and then set electric field E=D/epsilon0/epsilonR, D:electric displacement
where epsilonR is related to Kerr effect or Raman effect
however for lossy material, d(D)/dt-sigmaE*E=***, sigmaE is the conductivity of material.

if you are using the PML boundary. please check the interface of computational region and PML layers.
if you are using simple boundary condition, may be the magic step is not matched in case of dielectric background.
for free space case, the magic step is matched.
whatever the definition of Gaussian Beam is, What I only concern is only at the interface of scattered field and total field.
in fact, I want to whether there is a limit to use Gaussian beam in TFSF interface?

I think PML and UPML can handle inhomogeneous medium as well, by normalizing epsilon by the relative permittivity [ 2nd-FDTD book Toflove, page304, eq.7.52]
