Try some things
Check for connection between:
VDD and SW - if have - put resistor divider at the BAT pin - it is input only, to simulate 4.2V from actual 4,3V; got me?
VDD and BAT - if connection here, it is bad
You need the gap
put 0.3mm on that core, center and edges (80g paper is 0.05mm)
The flyback is offline converter, that mean the output winding is making power, when the input is not working
It is really hard to make the controller to stabilize output voltage, just need a lot of skills

You can get any chinese power supply, that is 12V 30A and to redesign the current protection and to change the voltage to 13.8 not 14.4, insteed to build it from 0, hellooo...
