I am trying to convert a value saved in a text file this is the format of it (1.1000000e-001) from string to double, now I tried to convert the value using convert.todouble however it is doing it with rounding up or rounding down to either 1 or 0 which isn't what I need!!!

yes pranam77, what I want is to drop the 12 volts to 5 volts, not to cut off the supply at 12 volts, its like what baysidebecca said, what I am looking for is a divider apparently and the term clip is incorrect in this...

thanks for stopping by, what I am looking for is to I have 12 volts input dc signal, and I want the op-amp to clip it down to 5 volts. I don't know if it is the correct term "clipping", please correct me if I am wrong.

Well you see in the image that you attached, most likely the writer used a specialized math/text editing software, from what I saw it seems like some kind of paper, now in papers usually the use some specific programs to do equations, check this link...
