There is contradition in your question.
bit - means BIinary Digit
hex - means base 16 position system.
So in your question you mensioned value in 2 different positioning systems and its not clear in wich one is your Value.
Then more - talking of Values - there are no base 16...

Talking of "importance" it depends on cotext.
For example:
runtime libraries you wouldn't find by disassembing the executable file,
it also means that exe would "weight" less by size of the runlibs - calling holders space. It also whould be important - that in part of running code...

I had problems with noise in some ware connected to LPT from signal catcher, solved it by simple thing - connected the ware in parallel with other ware with resistor and grounded the resisor on system block ground screw, so Amps were devied and only strong signal was cought as logical 1 by LPT...

They are in English. In the site if books names are in English then the books themselves are in English too. The same about other languages (for example for German, Franch, Latin, Russin etc.) There are books in many languages.

Talking of hitag - it's better to use Hitag2, some major improvments were made after Hitag1.
Hitag S might be even better, but I can not say for sure, never worked with them.
