to start to learn with PCB design
1. go through a simple schematic circuit and understand how it can be implement on genral purpose PCB board.
2. Then think about how it can be implemented in signle layer board.
3.For all these take simple pcb tool like orcad etc...
The control impedence is required since you are going to connect it to the long wires where youare not aware of impedence and preferably to use diode termination.

irrecpective of sidethat you want to implement the major factor is cost issue.
If you are going for multilayer cost will increase exponentially.
And the stack up consideration for high speed design is to be taken care.
Always there will be some issue in placing nets on single layer...
Hi ,
the reson behind using two capacitor is to attain the required voltage at two diffrent operating frequencies of your digital IC.
Say for an example the IC requires more cureent at 5 MhZ due to swithing and 7 Mhz on another place... so based on this capacitor choosen
