I'm working with Agilent's SFP and is true, you need a SGMII compatible MAC to work in 10/100 Modes becuase SFP repeat each byte 100/10 times to obtain 1Gbit data flow. The MAC must understand that.

You can find (whit google) verilog code to implement the SDRAM control.
With PC SDRAM 133MHz (Fast & cheaper memory 128MBytes 48? or less)
And you can work in special MODE (like burst mode) to read & write data very fast.
If Data Bus is 32 Bits you can write 10+10...
