using poly to poly dummy capacitor between vdd and gnd is a good idea, thats serves the both, help to pass density rule check and also helps in case of noisy ground.
placing poly on metal connection is other way.
in my specification it is working fine in static comparator, i think if i go for dynamic comparator in lay out it will be very much strenous to match the clock path, and it will burden me load thats why i am trying to avoid dynamic one.thank you.

Fermi level is the minimum energy level that an lectron could achieve at absolute zero, as in MOS FET , at thermal equillibrium, no electron flows through semiconductor to metal through oxide or viceversa, that mean the fermi level are merged.

are u also taking care of open loop gain, ugb,cmrr?
i think measuring the bias current and offset voltage is also necessary, i hope u take care of those things also.
