i suggest that you dont have to use zener diode anymore you use 7812 regulator for it , but before you regulate it be sure to resist over current to be pass on the regulator.you can use 1k ohms for it ,cause this regulator regulates voltage. to 12 v only .
in this modern times it is simple to convert pal to ntsc , you can convert pal to ntsc or ntsc to pal by the use of computer, you can program it if you know how to use computer, in other appliances like DVD, they make a circuit to make pal to ntsc!!!!!!!!!!!

you can use wire wound type resistor in filtering purposes ,cause it is more lager than a carbon type resistor and cannot be hardly be burned out 'you can use 5 watts or larger than that, you can also uae carbon type if it is 1 in size, but i assuare you that wirewound type is more usefull!
