I saw the PCB, it is different model. LM339 and LM324 are quad OPAMPS with little difference in design. This beep seems to be indicationg battery over charge alarm (a false one) and leads to a bad LM324. If visually no indication of any damage, I can suggest only (without physically examining)...

This is a regulated voltage and constant current power supply as per the specification of the product. And as per the Product weight specified it seems to be containing a Transformer inside and not a Switching PS.
If any special need for discharging needed, in the market there are ready available DISCHARGERS. Or here are some design circuit if you can prepare yourself...
You did not specify the project. Without knowing the project details it is not possible to give out any cost idea. As the components number will increase the cost will increase and if any proto type board is required the cost will high in a quick.
What application is it, specify clearly.
Re: overvoltaging a relay
You can use the relay to any current less than rated contact, but if the contact voltage is increased the FLASH on the contact while it is breaking will increase (specially on Inductive loads) hence damaging the contact more rapidly as specified in the manufacturer's...
