You must program your chip downloading *.hex file to AVR. Example programer is stk200 described on https://www.robotgames.net/atmel/Cables.htm and program ISProg it works fine

Try to build ICD2 clone which was described on this board it works fine with more microchip microcontroler and must works with PIC18F4550
