just use two transformer in series if u r a hobbyist n not want spend much... hihi
if u r manufacture.. go n order transformer with primary 300 v n secondary in ratioed of that 300..

system colour change by x= x+1 with condition x=10/11/12 whatever makes x=1 again
where 1 to 10/11/12 are colour combinations ++++(at first if system on then x = 1)[never make x 0 Bcoz]++++

you can also try some bluetooth modules if want to interface pc laptop

if you are not using usb then no need to use that 4550,any cheap handy controller also can do such work

so
1.you get solar cell's____ adc val
2.you get battery_____ adc val (use reference voltage)
3.add a big cap directly on solar cell, then make your mosfet switches your
solar cell...
