There is no such thing as best in terms of OS but it depends on what you are looking for. I would advice you state what you want from an OS that way it would be easier to know which is best for your use.

The only way I know you can use both on one machine is to install them in seperate drive and choose between (windows or Linux) when the machine is booting. Other than that I don't think you can run both simulteously
