Hi Jagan,
Each motor has a way how to drive it. Specially if you want to control its speed or torque.
So, we need more information:
What motor you need to drive? (Type, torque, size, etc)
What control you need? (speed, torque, etc)
I am designing a new system with the MC908GR32A microcontroller and some outputs (active-high) are unexpectedly turned on. I am thinking that its a reset problem.
Somebody ever had a similar problem?

No. Inside of the chip you have some resistors that makes the polarization.
But, for safety, you can use a resistor for power dissipation. Thus, you put a resistor serially with the ULN2003A emitter (output).
look at ULN2003A datasheet for more information.

look at an specific book... like "Digital Signal Processing" by Alan V. Oppenheim and Ronald W. Schafer
or
look at MATLAB (release 14 at least) tutorial. There are many ways to do a iir filter in a digital computer...
