I'm looking to develop and multiple cell charger for 8 cells, probably based on a dsPIC or PIC18 ( because it has 8 PWMs ).
The basic power supply, would be an iPowIR, supply something about 5V / 10A.

as Jack// ani said, try to make sure the signal do not change to mut ( into voltage by example, if you are using an digital IO)
All you need is some constant signal.. and thats all, why dont you post some schematic here?
yes its possible..
just get you basic stamp mother board schematic and reproduce the power supply and programming blocks into your proto board..
Or you can do it easily but dirt, just pull from the board the signals necessary to program and to suply the bs
