I have a board with a bunch of mounting holes. All but one of them behave properly. That one hole always moves about half an inch left of where I want it whenever I update the PCB from the schematic.

I have a schematic symbol for a FET that I want to use regardless of the footprint. Some FETs come as SOT223 parts. Some come as SOIC8 parts. Some come as wonky proprietary packages. You get the idea.

If the load is simply burning power, is there some reason not to use MOSFETs or BJTs driven by op amps to produce a certain load current? Just bolt the MOSFET to a big heatsink. You can parallel devices to scale the power.
Could you elaborate a bit on the trouble you're having?
Is there some reason you're not treating strings as char*'s or char[]'s?
I've used C18 for all of my PIC18 development and haven't had trouble with pointers, so a bit more information would be very helpful to understand the problem.
I'm not quite sure what you mean - we use a shared integrated library that is synchronized via SVN. We're pretty religious about syncing/updating, so I think everything should be the same. Is it possible for a PCB to point to a different set of libraries than the schematic? As far as I can tell...
An observation that may help provide some insight.
Almost all of the unmatched components have a different 2D rotation value between the library and the PCB, but executing the ECO doesn't seem to change that value on the PCB in any permanent way.
