Provide a block diagram so that your requirement can be easily analysed. PIC can be easily coded for controlling a H-Bridge converter. I think you may need current sensor that senses the current and provide a feedback for the controller, so that you can have a control over the load.

I am having some doubts about finding the frequency of a signal.
For a sine wave we can count the no: of cycles per second...(1 cycle=1 +ve cycle+ 1 -ve cycle).
but there will be signals that will have only +ve or only -ve or irregular non uniform signal with +ve and -ve cycle at different...

If you tries to analyze the non-inverting amplifier you can see a potential diveder at
the output of the op amp to the ground via the -ve input terminal.
