the only trouble i see is the size you want it , because there are leds made in rectangular shapes and the very smal ones for dots, so you can arrange almost any way and if need is you can dremmel them just watch your way so dont touch the inners. i've seen leds worked in many different fashions...
i think you would need a microphone,and preamp for each location, plus a switcher plus amp to monitor the sounds. you cantry and look for a condenser mic preamp and mechanical switches plus a simple amplifier maybe lm 386 based with a small speaker or even headphones. check at sound westhost site.
this the same as a project i sugested to a friend of mine son , he said he could do the programing into a pic, i sugested : water flow sensor, temp sensor,buzzer, two digit display and led indicators. the theme was water and energy savings.

maybe you can try w a sort of a windmill tipe thing
adapted to size and flow of your needs and some small magnets and a hall effect(magnetic sensor)
like some tachometers do or something like the wheels inside the mouse they cut the optical path of a ir pair...

maybe you should first check and retrace step by step from input to output, w the diagram also check for solder bridges, bad solders and the likes, proper polarity orientation of dides and caps.

i agree with bcode about the use of a 555 timer chip ive personally used it many times just get the values close for your freq and a trimmer to fine adjust it
