First you need to buy a GSM/GPRS Modem like SIM300D or similar. Secondly, you need to get hold of an active sim card with gprs support.
I got hold of these and was using the following commands to communicate with the GSM modem:

If you need to send picture/image from your PC to your cellphone using GPRS, then use a software to upload (or upload manually) pictures directly on some website. Then use web browser on your cellphone to download that picture on your cellphone.
