    measured negtive gain of a power amplifier

    Hey, guys. I have problems in using a 35GHz power amplifier---Triquent 4522. Its biasing are right, the max output power is 20dBm , but the gain is negtive. Have you ever encountered this kind of weird measured results?? Thanks. Any advice will be appreciated.

    Thank you, RF-OM. Here is the filter model in HFSS. It's a microstripline LPF using LTCC substrate. And vias are to connect the intermedia ground plane and bottoom ground plane. The filter is housed in an Aluminum box using conductive epoxy.
