    It should be no surprise to see output resistance variation with biasing current variation, since both ro and gm of MOS are stongly current dependant.

    I am using Cadence ic5141 on Linux and when I annotate DC operating point, the number of significant digits is huge (for example, instead of 10.245u, it would annotate 10.24523484374937257u). Does anyone know how to solve it and what is the reason?

    38.9mhz low pass filter Of course u can. And u don't need to use opamps to generate the inductor. There are plenty of papers discussing this issure. But if ur application requires low noise and high linearity, u'd better use passive inductor.
