Your question is not clear do you want to develop you software in some language for PC or you want to use off-the shelf software.

There is no need for you to design range detection of input voltage.
The IC internally takes care of it.
if it feels the input is not sufficient to drive your LED's it will automatically pump up the voltage and if not required it will get back to normal.
