Has anybody ever worked on usb to sata conversion using GL830 or any other IC. I have designed using GL830 but there seems to be an issue.

I have recently developed a board based on SIM900 and atmega328.
But i have been facing problem in some sim900. they are not getting switched on even through s/w and h/w pulse.
Is it issue in assembly(over heating) or power supply?
i am running both on BL5C battery.
